I don't know what exactly causes it but it is very common at least where I live and can be a real pain in the a$$ and is in fact very sticky. I believe it is a by-product in the rubber production and it leeches out with the climate change. Steering wheels do similar things though I believe that is due to the plastisizers in the plastic.

Well that explains it Rick...my car is from MN
 What is weird is that the rad hoses were fine on all 3 cars also...you would think they would be made with similar materials???
