As far as availability of the 396/402 in the Chevelle line:

1969: L35 (325hp) was base engine for SS cars.
1970: L34 (350hp) was base engine for SS cars; L35 dropped; LS3 (330hp) available in non-SS cars.
1971: LS3 (300hp) was base engine for both SS and non-SS cars. L34 dropped.

And yes, this wagon is a factory LS3/M20 car. The owner had a scan of the build sheet on his FB page showing the drivetrain.
