strange 3 spoke steering wheel

I picked up a 70 Nova today and the outer rim of the stering wheel is huge. A standard wheel is approx. 3/4 inches in diameter and this one is approx. 1 1/2 inches in diameter. I thought this was maybe a aftermarket wheel but after pulling it of it has a standard chevy hub and contacts.

I found it. It's a 70 Buick GSX wheel.
