I operate an auto glass trim shop and I've attached the pad to a customer's SS454 bumper with some quick cure urethane sealant, should be able to get some from your local auto parts jobber or autoglass shop.

3M Super Weatherstrip Adhesive works phenominal. Been on one car for 5+ years and the other for 3 years, no separation or any other ill effects.

Although I've never had need to apply one, I thought there was a 'Special Adhesive' that was supplied with the pad. Seems I've heard they often delay shipment of the adhesive until you're actually ready to apply the pad to the bumper due to a shelf life.

Dennis,
the pad with the Special Adhesive is made by proud road and that pad is NOT CORRECT. Ground Up has the correct looking pad and they ship a tube of 3M Super Weatherstrip Adhesive with it. (its been on my car for 5yrs. now)
