Difference in Baldwin Motion Phases

I asked this question awhile back, but never got a good answer. I did some digging and found a post by Dan Chevy II that said that there were 6 phases. Did these phases start with just a base package so to speak, w/ only the 427, then the Phase II would be 427 w/ traction bars, then Phase III w/ 427, traction bars, recurved distributor, etc, etc?
