These were assembled in multiple batches and some way in advance of the anticipated engine/vehicles they were intended for.Your date of 1966,July,28th day seems typical to me for a 1967 model year vehicle which began production in Aug./Sept.1966.
With that date,it most likely would've been used in a 1967: *427/385HP Passenger *396/375HP Camaro *396/375HP & 350HP Chevelle ..and for any above assembled in Canada too. I would just wipe it down gently for now as it can always be restored later. Let the new buyer restore it if they want/need to,so they'll have that satisfaction of knowing how & who did it.
