asked a few questions and got this response -

Our apologies, upon further research it's been determined that this block is not truly a 4 bolt main, someone has put 4 bolt main caps on it. And listed it on other websites without our knowledge and permission.

Sorry for the inconvenience. We are willing to sell it for less now that this has been determined if you are still interested. Call 503-327-1250 if you are.
