Might have something to do with the suppliers/manufacturers who made them for GM. Specs probably called for them to be protected ie: 'coated' in something. If the BB pulley supplier was also doing a lot of brackets/clips that were already being phosphated maybe they just threw the pulleys in.? Good question Chuck
