Hard top (or non T-top) is Z28 only. It did not come with the bubble hood or rear wing. The SS is a much better looking car. The Z28's flat hood is bland in comparison.

I don't know about the hardtop (no t-tops) being a Z28 option only; I have seen hard top SS Camaros before. They're pretty rare but, they do exist.

I have a magazine article with an SS that was a 6-speed hard top. It ran high 12's and everyone was in awe 'cause it was bone stock. I will try to find the magazine.
