I don't think the buildsheet was ever on fire. A lot of Arlington sheets look like this because of where they turn up. Most likely it's from a reaction between the buildsheet paper and the tar paper underlayment where a lot of this plant's buildsheets are found. They are usually between the floorboard and underlayment. I'd guess the floorboard where this sheet was most likely found was pretty surface rusty from the look of this sheet.

I've seen worse from Arlington. I pulled a sheet from the floor board and the tar barrier under the passenger foot area and it was pretty burnt. I believe the heat burns them. This sheet actually had the red oxide primer burnt right into it. The sheet in question looks real to me. Tried to post a picture but the file was too big

Here's a build sheet I found under the carpet of a 1970 LA built Camaro. It was on the tranny tunnel and a seat belt had been bolted through it. Up close it looks almost burned around the hole. I believe the burn look was caused by the tar like sound proofing.
