If it were a auto show car maby it didnt get a cowl tag since some other stuff was left off Just a guess.

When doing a major model change in Oshawa, the first few cars built didn't get VIN tags. Once the body shop got the metal fitting properly, then they built cars with VINS to sell to the public. The no VIN cars were used as "yard cars" around the plant for a few years. Many were given to schools with auto tech classes. This gave the kids something to get hands on experience with. It was possible that some of these eventually snuck out the back door and onto the street. As far as the location of the rear wheels in the wheel opening, you would have to do a real butcher job to get the quarters that far off. It has to be the location of the rearend. Even the rear axle tubes locate on pins in the springs. Weird.

All it takes is for that little 1/2 locater pin to break and the rear will slide fore and/or aft of its original position. That looks like what happened here. It must be fun to watch going down the street sideways dogtracking.

Or, if you use a Mr. Gasket shim to correct your pinion angle, the pin rests in the hole in the shim, thus doing away with the locating pin...

Or, make your own shims with the correct locating pins...
