Yes,as it's not an assembly line engine.
It's a replacement/warranty block,issued/sold by any GM dealership in the country back then over their parts counter. |

Does a CE block usually have a cast date after the build date of a car or could the CE block be any date earlier or later than the build date of a car?So long as it is cast for that year of car.

Typically, it would be later that the build date of the car. It the engine were replaced early in the cars history it could be dated earlier than the car.
