If you let a painted part soak over a few days it will soften paint but most of the time the paint lifting is due to the underlying metal have corrosion issues whether visible to the naked eye or not. The paint softening happened with the rusty bumper jack base I soaked in it for 3 days. I use a plastic tupperware tub to hold the liquid. I have been using the same 5 gallons now for about 9 months. It's a funky brown color but still works well on rusty parts.
