Its on the bottom of the steering column. Its a white switch and there is a linkage that turns the bottom of the column to engage the switch. Sometimes if you turn the key on, you can turn the lower part of the column by hand enough to engage the switch. Under the hood is where the linkage goes down to a pivot on the frame then back to the trans.
Neutral safety switch does have anything to do with it on manual trans cars. Is your car an automatic or manual?
