I wonder if this has anything to do with a strange phenomenon
I have encountered while driving along the Route 81 corridor in VA.

On several occasions, I noticed that VA drivers would get
in the left lane and purposely drive at the speed limit and
block passing in the left lane. This happened too many times
for it to be butt-head drivers. I wonder if there was a
movement afoot to curtail speeding in the state. Any VA
residents on the board?
