Of course you can...but I don't care to try it! How do you think the US customs guys are going to react when I say I have $44K cash in my hand because the seller wants to avoid paying the IRs their fair share. Not to mention, I don't know this guy from Adam and would have no paper trail should he decide to set me up to steal the money.

set up a bank account on this side of the border, fund the account with a wire transfer from your bank to your new bank. when you get across the border make your withdrawal.
take security with you, gun or big guy with a gun, dont walk into the deal with the cash.
