It looks like a legit pad stamp to me. Sometimes they would stamp the first letter of the suffix at one point and than later the other after they knew what the horsepower was. With the 409 in my 65 Biscyane, Tonowanda stamped the J first and the A is lower, so I think it was done once they knew it was a 400 horse engine and not a 340.
