138 VIN on a `67 Malibu???

Pete looks to me like the 136 cowl tag has been changed.Look at the way the black paint is flaked off in the rivit area. Also the parts car does not have the plastic wire retainer still hanging so the picture must be the brown car. On the 138 that is a strange one for sure. Car is malibu to the bone and it does not look like this tag had been off. However the car looks like it may have been hit hard at one time by the body work along side the windshield, replacement door, fender and inner fender .Possible they changed the door post at the same time from a 138 car. Does look more gold than brown but hard to say.
