Engine dolly, I told my wife I bought it on Ebait.
  Don't know where that basket thing that looks like a wheelless shopping cart came from? Oh.. it's a firewood holder, I got it on P-pay! What ? K-mart on line two?

its a reverse osmosis fan. It takes engine heat and heats the radiator.
