Reading online, it appears Harlan was one of the original co-founders of CRAGAR!

That hat's done a lot of laps...here's Harlan and the hat at the '63 race! .

I wish..... I am assuming Harlan is no longer with us but I wonder if his family has the hat ? Would be neat to have.

I'm pretty sure he is gone. I tried to find him for an interview.
