Darren, I agree, it looks like 'HIPER'. It might be easier to read if you removed all the paint. Does it have 4 bolt mains and the extra plug above the oil filter?

Is the date on the passenger side of the block by the freeze plugs?

Yes, early big blocks had the casting date on the passenger side by the engine mount.
