What procedure are you using? Are you depressing the brake pedal fully and holding it down *then* hitting the line lock button? If you can hear the solenoid hitting then it's getting juice and should work, given it has enough pressure to hold the brakes...scooting your tires is one thing, but if the tires are rolling something else is awry...did you buy it used?
