Chrome tail pipe tips and spoilers weren't added until Mid 1969, and they did increase the price of the Z28 package to account for them. Originally the option was just an engine, which required several mandatory, and extra cost items.

The Z28 option went thru several iterations in 69 each time adding or deleting other options, such as deleting the NC8 chambered exhaust and replacing it with the N10 exhaust in November of 68. There was a price reduction associated with that change. But it always required other "mandatory" options to be added to the package.
