Good question: The factory would bend or roll the lip of the fender in order for the tires to not rub on the fender edge as they turned.

In the early 80's when I was restoring my 70 Hemi Challenger I ordered NOS front fenders from Chrysler. One side (can't remember which one) the Hemi fender was still available and the other side it wasn't. I had to have the body shop roll the fender lip in on the non-Hemi fender to match the real Hemi fender.
