I would think that the 427 CID COPO cars were skipped over in that book because of the GM ban on engines over 400 CID in mid-size cars that lasted until 1969. That COPO 427 program was probably kept rather quiet because it was in defiance of direct orders from high above. Even Joel Rosen didn't know about them back then.
