Phil, One of the components of the PPG LAQUER formula is SUEDE ADDITIVE, which achieves the "rough" finish of the Factory Original finish. I cant suggest exactly how to apply with what technique, but I would THIMK the suede additive accomplishes the desired effect.....

I suspect that is the same Suede Additive that was originally used to paint the top portion of metal dashboards on 69 cars. They have that slightly 'rough' texture.
