No, because no car in 69 had cats. I'm not sure cats were OEM until the early or mid 80's, but I'm probably wrong. Anyway, 1975 and earlier cars in California are smog exempt so the cops are not looking for smog violations if you're stopped.

However in California, the engine must be the same year or newer that the vehicle, unless the vehicle is smog exempt. So in the scenario presented, a 69 engine in a 76 Camaro would not be legal in California... until after January 2006.

Sorry, but there's no chance in he11 it would pass emissions . . .
not too worried though, cops in wisconsin just ignore you in cars like this . . . I've seen far worse newer vehicles out there!!!
