The consumer would never see the signed sheets because the sheets we find were the ones put in our cars prior to shipping. Remember the buildsheet starts out as one multiple part set with pages removed along the way. The signing by the carrier showing legal transfer would obviously be one of the last steps in the process. That's how I envision it anyway as a guy who worked in the form's business for many years.
