A few years ago I purchased a car out of San Juan, Puerto Rico. The owner had to go to DMV to get a release saying there were no outstanding tickets and then another saying there was no outstanding leins. After that was done, the car than had to go bonded yard and wait for 5 days before it could be released to ship. the wait was to make certain all the paperwork was legit and no funny business was going on in the back office and the releases were not just simply "bought"

Luckily the owner took care of all of this. When it was all said and done he was out of pocket $600.00 which he paid for directly and didn't try to pass the cost through.
