Good eye, Kurt!
Looks like Erie, PA put a new interior in it, and Palm Harbor, FL washed the engine bay. At least they should replace the multi-part upper radiator hose before advising you to "buy it and drive it home".  Too much money to spend I guess.-Sam

The car probably really IS worth $20K IMHO
