Good eye, Kurt!
Looks like Erie, PA put a new interior in it, and Palm Harbor, FL washed the engine bay.
At least they should replace the multi-part upper radiator hose before advising you to "buy it and drive it home". Too much money to spend I guess.

Looks to me like a one piece upper rad hose with some protective covering over it - probably to prevent it from rubbing on the aftermarket a/c compressor

Link to the previous auction is indeed a good catch by Kurt. The car probably really IS worth $20K IMHO
