Yes, it this seems to happen 10-20% of the time. There are a couple of issues. One, there are millions and millions of cars in the database and there are bound to be some VINs that never made it in. Secondly on the older cars the technician at NICB has to use old microfishe to find the car unlike the newer VINs that they can do a computer search, therefore you have a lot of opportunities for either human error, or simply someone not being thorough looking through the microfische. Also, the records at times have incorrect information. As I have posted before, the NICB records for my Yenko Camaro show shipment from GM to a boat dealer in Alabama, but actually a title search showed it went to Yenko and then was sold through Colonial Chevrolet. Since you have access to NICB, you might want to try again with another technician to see if you get the same results.
