Yes the delete has the metal plate with two more studs, stock plastic delete plate that it bolts to.

I don't think cruise control was available on the 69--just speed minder. My dad always installed his own cruise control.(from Sears, I think) He had one that taped to the turn signal, and one that mounted under the dash. Maybe the exec shopped at Sears, too.
