People abandon cars all the time around here and never transfer the title. It gets to be a real circus trying to find out who will fess up to owning the car last. I know in MN there is such a thing as a manual look-up for all owners of a vehicle and it has to come from a teletype from the law enforcement agency. I think I've only used it once so far in my career! I believe I also have the phone number for somebody at NICB in case I have questions about something. I just dug through some old paperwork in my desk and saw it. Now I hope I didn't throw it out with the other junk.

Check to see if your State has a web site for DMV(department of motor vehicles) Maybe you can email somebody there to see if it can be done. Otherwise check at your local license bureau to see if they can help you.
