From what I understand, yes, the car would get -- if it was ordered and the model did not offer that colour. In the case of the COPO Chevelles, the "SS" model had Daytona Yellow and Hugger Orange(Monaco) but the base models did not. So a hugger SS would have a 72 72 whereas a COPO got the --.

My theory is that some type of COPO or special paper work was required when a 69 Chevelle got the dash and no paint code. The COPO Chevelle was not an SS so required the dash but the SS cars did not need the dash for MO and DY. So there must be two types of special paint. There have been Carolina Blue SS cars found with dash and no paint code since it was a non listed color. On the Yenko Chevelle build sheet with Monaco Orange or Daytona Yellow there are three COPO numbers in a row. I like to call them triple COPO just to add to the confusion. A good example was at the November Vettefest.
A guy pulls in with a 1970 LS6 Chevelle with Citrus Green paint.I thought he repainted it that shade,but upon talking to him it turned out his Chevelle was ordred new in spring of 1970 and requested to have code #43 Citrus Green Camaro Paint applied. His cowl tag had --,an his buildsheet had typed in the center section" Paint entire body code #43 Citrus Green Lacquer Acrylic paint". To me that alone was worth the price of admission.
