That looks like a 1971 & 1972 Chevelle Cowl induction Air Cleaner.It has the Thermac pot on the Snorkel as was standard on the Cowl inducted air cleaners begining in 1971 and up.The reason it hits the valve Cover is because you need the Carb spacer to lift it up.It is not for a 1970 system.
