Question: how does the number in the upper left corner( in this case 20307) tie in to the dealer on a real window sticker?

Here is a legitimate Harry Mann Chevrolet window sticker for a 1968 Corvette. I have the original document in my possession and it is an "orphan" document. That is the only reason I have posted it here.
