No production ZL-1 engine got anywhere near 625 hp.

Can't blame the dealer as that is the number Hot Rod put on the cover of the December 1968 issue, with an in-depth feature on the new engine. The article includes the statement “And no, Chevrolet wouldn’t permit us to divulge exact power levels.”

A Chevrolet Engineer interviewed for a 2011 Automobile Quarterly ZL-1 feature stated, "Every one that went out of here was between 500 and 535 horsepower on the dyno, running Sunoco 260."

Bill Porterfield and Camaro Hi-Performance have each done restoration ZL-1 rebuilds with essentially the same dyno results.
