Hood insulation was part of the Z27/SS package and cars with the Z87/ Deluxe interior. According to the judging manual hood insulation has been found on many standard interior Z28’s too.

According to the 1970 Camaro Specifications doc, hood insulation was included if equipped with Z87 Custom interior or standard on all SS models...so your car is correct without the hood insulation.

My 70Z was a Van Nuys 1st week of July build ,and it appeared to never of had under hood insulation , Which was confirmed by the Original Owner when I was finally able to speak with him after owning the car a few years.
