Holleys decode as:
Three Digit Example 763:
7-Year (1967)
6-Month 1-10~0 (June)A=November,B=December.
3-(Third Week)

Four Digit Example 0798:
079-Day of Year (would land in March)
8-1978/1988/1998/2008
