Default U-S-A-1 plate, what do I have?

Searches didn't yield answers, sorry if this is repetitious.

This was on a Chevelle I bought years ago. What vintage?? Maybe a repro??
is the 03038 at the lower left a clue? Date code??

Didn’t it start out see the USA in your chevrolet?
That one doesn’t make sense.

They were making cars in South America too, at that time, so maybe it was an attempt at a generic, one plate works for all 3 America's ???

It's a modern day knock-off that was trying to resemble an original design & slogan that was first introduced in 1965/66 and then re-issued again in 1970.
Has so many flaws compared to the original.
