Looks more like an A/C compressor belt tensioner bracket. Would have been bolted to the intake. Sorry, no knowledge as to specific app or year.

Default P/S to A/C adjuster

This is a 77-81 SBC adjuster bracket. It bolts to the first exhaust manifold bolt and connects to the the main A/C bracket. The adjuster slot is for the P/S pump.
