The is similar to our Parking Passes (Vehicle Decal) for the Naval Bases in Kitsap County (WA).
That sticker is for Naval Shipyard Long Beach (LA) Calif. (Closed in 1997) Normally there would be a Month and Year digits decals to the right and left of the main sticker body. After re-reading your Car history, I am confused by the New York references. The Naval Yard in N.Y. was called: United States Naval Shipyard, Brooklyn and New York Naval Shipyard at various points in its history. Interesting.
