For starters, check the configuration of the original speedo cable routing.

If it was routed horizontally under the wiper motor, [see pic] behind the engine and down the trans tunnel, it was built with a Muncie 4-speed. Doesn't make it a Z/28 but a good indicator. Even if the cable was removed, the hole will still be there.
