I'd use diluted Simple Green to clean and put on a coating of PB Blaster that I get at Home Depot. It is a penetrating oil and I have used it to coat many chassis. You apply it with a rag or towel. I use it to clean heavy grease off chassis, also. Always start off with the most gentle method. Your car should clean up nice.
