Bell bolts get painted as well as overspray on fork (not boot, it was off ) A lot of bellhousings had varying degrees of paint, I think typical was about 2"-3" but I think there have been examples of almost complete coverage on original cars, and Yes the lower inspection cover and bolts were painted also. Lower inspection cover is unique, it should have NO ears on it to clip on oil pan, and beading patterns are different than the current GM replacements.
