It has some nice options, and HO is a plus for future value. I always get a little nervous when you see a motor that supposedly has all the machine work done on it but it was never assembled. Who knows whether the guy doing the work knew his ass from his elbow! I guess you can run into the same thing with a fully assembled engine, but at least you might have the opportunity to run the engine on a test cart. I guess you could drag your machinist and his micrometers along to examine it.
