Assuming Bill Miller is the one pictured in the driver's seat of the Camaro, I'd say he's the one on the right in the photo of the two guys.

No, that is Paul after purchasing the car in 1972-73, Bill is on the left in the photo of the two. Paul has lost contact with Bill and has tried to reconnect without success. Paul was Bill's best man in his wedding.
