That's at the GM Proving Ground in Milford Michigan, down in the "Seven Sister" ride and handling area.
Each of those little straight roads in the background replicate some section of local highway, like Pontiac Trail or the various "mile" roads. K

Michelin has been working on similar concepts for a long time. I have an old pic somewhere of an integrated tire/wheel that is flexible.
Makes more sense to have the tire and wheel separate so you don't have to pitch the whole thing when the tires tread is gone.
