I don't know if this is factory or not, because they have been there since the mid 80's (as far as I know about the car) but mine have very shallow hex head bolts in those locations (12 o'clock) on both sides, and I assume it's just for that reason, more tire clearance. They are very shallow heads, tricky to keep a wrench or socket on them. I'd guess they aren't more than an 1/8" thick.
I suspect someone did that with maybe some tire issues in the past. That is exactly what I am going to do. Honestly, this is a very minor thing to deal with after seeing how they look. I would have gone to much greater measures to keep this look.
