Also, use of cell phones is banned while at the service station; if the attendant sees anyone using a cell phone, they remotely shut down the pump so the fuel flow stops.

That makes sense; however around here you can go to most gas stations and the attendant is often times talking on his cellphone the entire time he's filling your tank (in NJ you can't pump your own gas).
